The rural areas within commuting distance of Limerick City and environs that are experiencing pressure from the development of urban generated housing in the open countryside. In this area, such development arising from the city should take place within the existing built up area or on land identified through the development plan process.
It is the policy of the Council to permit single houses in the area under strong urban influence where any of the following criteria are met:
(a) the application is being made by a long term landowner or his/her son or daughter; or (b) the applicant is engaged in working the family farm and the house is for that persons own use and the applicant can demonstrate that he/she is eligible under the above criteria; or (c) the applicant is working in essential rural activities; or (d) (i) any person who has lived in the area under strong urban influence prior to 1990, or (ii) any person who has lived in the Electoral Divisions immediately adjoining the outer (County) edge of the Area under strong urban influence prior to 1990. Documentary evidence must be submitted to support this evidence. One or more of the following documentation should be provided: Full birth certificate, (including name & address of parents); copy of school roll; location plan showing the dwelling where applicant or spouse/intended spouse/partner/co applicant were born in area; utility bills showing addresses where resided prior to 1990 in the area of strong urban influence.
This policy is designed to facilitate those people who in addition to one of the above criteria must demonstrate a housing need to reside in rural areas. This policy is designed to ensure that the application for a dwelling is made by a person who needs to live in the area. A condition will be attached to the granting of permission for a house in the Area under Strong Urban Influence that stipulates that the applicant should occupy the house as a place of permanent residence.
