Nomination Procedure



The period for nominations commences at 10am on Saturday 9th of May and ends at 12 noon Saturday 16th of May. Candidates are advised to make an appointment to have their nomination papers accepted by the Returning Officer.  An appointment can be made by contacting Eugene Griffin, County Hall, Dooradoyle, Co. Limerick, phone 061 496487 or email secretar@limerickcoco.ie.  It should be noted that nominations must comply in full with the requirements of the Electoral Acts and any nomination that fails to do so will not be accepted.  The requirements in relation to photographs which will appear on the ballot paper must be fully complied with also.
A public notice "Notice of Election" will be inserted in the local press the weekend of 2nd May, 2009 giving Public Notice of the election in accordance with the Local Elections Regulations. The Electoral (Amendment) Act 2009 will be relevant in the context of nominations for the Local Elections. It provides for the Returning Officer to give appropriate public notice of the Election stating:

  • the times for receiving nominations 
  • the requirements on Candidates referred to in Article 14 (7) to secure 15 assents or make a deposit in accordance with Article 15, Section 15, Electoral (Amendment) Act 2009.
  • the times and place at which nomination papers may be obtained
  • the times and place at which the Returning Officer will attend to receive nominations
  • the day and period fixed for the holding of the poll if the election is contested.

A person shall not be entitled to have his/her name entered in a ballot paper as a candidate at an election unless that person has been nominated in the manner provided and the persons nomination paper has being ruled as valid by the Returning Officer.

At an Election a person may nominate himself or herself as a candidate or may with his/her consent be nominated by another person (being a person registered as an elector in the Area of the local authority for which the person purposes to nominate the candidate) as proposer.
Each candidate shall be nominated by a separate nomination paper in the form directed by the Minister and a separate nomination paper shall be required for each local electoral area for which a candidate is nominated.

Each nomination paper shall state the names (surname being stated first) and the address and occupation if any of the candidate.  For information a link to the Electoral (Amendment) Act 2009 is listed hereunder

Part VI Section 15 (Articles 11-20 deal with Local Elections and Nominations).

A non-party candidate who does not opt to secure 15 ascents will be required to pay a deposit of €100 in the case of a County or City Council Election. The deposit may be made in legal tender or by bank draft only.  Circumstances which will give rise to the return of the deposit are included in the Regulations and will apply where the candidate is elected or is not elected but whose votes exceed one quarter of the quota.  The 2009 Regulations contain details of the nomination procedure and the requirements to be complied with if the nomination is to be deemed valid by the Returning Officer.

Photographs for Ballot Papers

Be advised  that the specific requirements on candidates for the provision of photographs for ballot papers are as follows:

  • A photograph shall be delivered with the nomination paper to the returning officer in digitised format (Jpeg) on a CD along with two identical printed copies (passport size – 35mm x 45 mm). 
  • The photograph must be of good quality and in colour showing the candidate’s full face, head and shoulders only, on a light background (any colour) and taken to a professional standard. 
  • The photograph must have been taken not more than twelve months prior to polling day. 
  • Each copy of the printed photograph must have the candidate’s name clearly shown on the back.
  • A photograph in jpeg format on a DVD is also acceptable.Candidates should note that it is in their own interest to provide a good quality photograph

Certificate of Political Affiliation must be submitted by Candidates affiliated to Political Parties.
