Kilmallock Sewerage Scheme is included in the Water Services Investment Programme 2007-2009 by the Department of Environment, Heritage and Local Government.
The existing wastewater treatment plant in Kilmallock was built in the 1940’s to cater for a population equivalent of 1500. The existing plant is heavily overloaded and effluent discharges are a significant source of pollution of the River Loobagh.
The proposed new Sewerage Scheme for Kilmallock consists of:
- Construction of a new wastewater treatment plant and main lift pumping station at the northwest end of the town.
- Replace/upsize the existing trunk sewer along the riverbank.
- Extend existing foul sewers.
- Install a new 300mm diameter storm sewer along the Kilfinnane Road.
The proposed treatment plant site is situated northwest of the town, on the southern bank of the River Loobagh, with an area of approx. 2 acres.
The treatment works will be sized to cater for a design loading in Phase 1 (up to year 2026) of 4,000 PE, with the plant designed to cater for expansion to 8,000 PE in Phase 2 (up to 2046). Treated effluent will be discharged to the River Loobagh. The effluent standards are based on the assimilative capacity of the River Loobagh.
Four numbers of extensions to the existing sewerage network in the town are also proposed;
- Kilmallock Hill - It is proposed to construct gravity sewer branches to serve existing development in this area. The total length of new sewers proposed is approx. 1.6km.
- Knocklong/Hospital Road - It is proposed to construct gravity sewer to serve existing development and zoned residential/commercial lands in this area. The total length of sewers to be constructed is approx. 1 km. A pumping station (Pumping Station No. 1) is required to lift flows across the river to the gravity trunk sewer.
- Charleville Road - It is proposed to extend the sewerage network to serve existing development and zoned residential lands in this area. The total length of sewers to be constructed is approx. 1.2 km. A pumping station (Pumping Station No. 2) is required to lift sewage to the main gravity system.
- Kilfinnane Road - It is proposed to extend the sewerage network to serve existing development. Total length of sewers is approx. 1.2 km. A pumping station (Pumping Station No. 3) is required to lift sewage to the main gravity system.
As the recommendation of the PPP Assessment report prepared by PH McCarthy/ WYG Consulting Engineers, Kilmallock Sewerage Scheme will proceed as two contracts:
Contract 1 Collection System – Traditional Trunk Sewer (Part) Foul Sewer Extensions and Outlying 3 Pumping Stations Storm Sewers
Contract 2 Wastewater Treatment Plant – DBO WWTP Main Lift Pumping Station and Rising Main Trunk Sewer (Part)
The estimated cost for this project in 2008 by the Department of Environment, Heritage and Local Government was €10.9 million.
The Contract Documents of this project are with Department for approval. Prequalification Documents received from interested contractors for Contract No. 2 are currently being assessed.
